Specifications include, but are not limited to: The vendor will oversee a safety belt observational survey to evaluate safety belt use in Vermont after the annual May Click-It-or-Ticket enforcement mobilizations in 2021 and 2022. The vendor will also compile and analyze the survey data to calculate the three values needed to complete the National Highway Traffic Safety Administration (NHTSA) State Seat Belt Use Survey Reporting Form (weighted usage rate, standard error rate, and non-response rate) for each year of observation. Finally, the vendor will provide comprehensive narrative reports summarizing all activities undertaken for the observation surveys, identifying any differences among regions, vehicle types, gender, and/or passengers/drivers. The vendor will begin observational seatbelt data collection within five (5) working days immediately following the conclusion of the Spring “Click It or Ticket” National Mobilization. All data must be gathered for compiling within twenty-one (21) days. Any deviation from the preapproved schedule must be approved in advance by the SHSO Highway Safety Program Coordinator. The sequence of major activities to be performed under this contract include: 2021 Survey 1. Prepare and train for the 2021 Survey - Late April/Early May 2. Conduct the 2021 Survey - May/June 3. Compile 2021 Data and Perform Statistical Calculations - Late June/July 4. Complete the NHTSA State Seat Belt Use Survey Reporting Form - September/October 2021 5. Deliver the Draft Narrative Report to Highway Safety – December 1, 2021 6. Finalize the Narrative Report, Deliver to Highway Safety, and Publish – January 2022 2022 Survey 1. Begin the NHTSA Re-Selection of Observation Sites – September 2022 2. Complete Site Re-Selection Certification Package – December 1, 2022 3. Upload Site Re-Selection Submission Package by December 15, 2022 4. Receive approval of Site Re-Selection by March 1, 2023
