Specifications include, but are not limited to: • 48-hours of video capturing all intersection turning movements at 80 intersections around Vermont with an additional 10 intersections possible as determined by VTrans. Refer to Intersection List that follows for the 80 Intersection IDs and refer to the VTrans web-based Traffic Data Management System for more detailed intersection location information https://vtrans.ms2soft.com/. o the intersections range from small single-lane rural unsignalized intersections to large multi-lane urban signalized intersections o the intersections also include one- and two-lane roundabouts o all slip ramp traffic must be captured in the turning movement counts o the intersections may be located in areas with little to no streetlighting o the intersections may be located in areas with little to no cell service • The video must be collected between May 3, 2021 and October 29, 2021. • The video must be 48-hours in duration and include two consecutive full weekdays. Neither of the two days can be Monday or Friday. • Additional intersections can be added to the contract without an amendment with written authorization from the VTrans Contract Manager. • If unable to collect data from an intersection due to an event that disrupts traffic, the contractor cannot bill for that intersection until the services are complete. Data Processing Option 1: The contractor processes the data themselves or through a 3rd party • The process of counting and classifying the turning movements from the video can be either manual or automated. • The data must be binned into 15-minute intervals. • The counts must provide vehicle classification for the following classes (FHWA Class): motorcycles (1), passenger cars (2), pickups (3), buses (4), single unit trucks (5-7), and combination unit trucks (8-13) • The counts must include separate classification groups for pedestrians in the crosswalk (or crosswalk area if not painted), bicyclists in the crosswalk (or crosswalk area if not painted), and bicyclists in the roadway • The accuracy of the count should meet or exceed 95%/±5%.
