Specifications include, but are not limited to: Dallas County is a Texas government agency with a diverse population of 2.6 million residents living within approximately 900 square miles. The County provides essential services such as, but not limited to, Health and Human Services, Educational Services, Child Support Services, Law Enforcement, Court Services, Legal Services, Homeland Security and Emergency Management Services, Tax Services, etc. The County collaborates with residing cities and unincorporated areas to ensure basic infrastructures exist, are maintained, and essential services are delivered to residents. The intent of Dallas County is to utilize the expertise and assistance of marketing agency in developing creative media campaigns, obtaining media placement, and purchasing media through a variety of outlets to reach the Dallas County population, with strong focus on diverse population affected by various public health matters such as the current COVID-19 pandemic. The broad based media campaign will work collaboratively with the contracting department, the community, worksite, faith-based, and health care partners/settings through an in-depth media campaign aimed at promoting general public health awareness and providing targeted information to Dallas County residents. The media campaign must be evidence based, have broad reach, and use powerful effective advertising messages to motivate and educate individuals. Scope of work will also include ability to track the metrics related to effectiveness of such campaigns. The County is seeking to enter into a contract with a marketing agency to help facilitate marketing and communication initiatives during certain events and under various circumstances. Instances may arise when the County needs to broadcast public service announcements, create messaging campaigns, or requires a marketing initiative to disseminate information to its residents. Having the ability, platforms, and expertise to broadcast and disseminate information under certain situations such as a pandemic, promoting a census initiative, or creating a marketing campaign to educate residents on specific issues, is essential when communicating with 2.6 million people of different ethnicities, backgrounds, and age groups. The purpose of this proposal is to enter into a 36-month service contract with a firm that has significant experience in marketing, media relations, public relations, media acquisition and effective methods of creating and disseminating critical information to support Dallas County. These services will be used on as needed basis and the contract will be established as an indefinite delivery/indefinite quantity, estimated contract which allows the County to utilize these services on an as needed basis for the term of the contract.
