Specifications include, but are not limited to: • Utilizing business intelligence tools, develop the MFDE with multiple areas to visualize the data through set figures, allow custom data queries, and provide preset queries. Note: CDFW currently uses Microsoft Power BI frequently. While CDFW is comfortable in using Power BI for this project, CDFW is open to using the tools that will best accomplish the goals of this project. • Develop the MFDE so that CDFW can easily maintain the tool into the future. • Ensure the MFDE itself and all products produced by it are compliant with the Americans with Disabilities Act. • The MFDE will need to provide summarized, non-confidential data. • Ensure the Rule of Three* is applied in the MFDE in the background to preserve the confidentiality of the commercial data. Provide results on the percent of data redacted or number of affected rows (Note: This is similar to the existing Marine Landings Data System Landing Summary Extract, an internal CDFW application, with the Rule of Three feature turned ON). * Pursuant to California Fish and Game Code section 8022, commercial landings data is considered confidential. Published or compiled commercial landings data shall be presented as summaries and shall not disclose data representative of an individual or business. The MFDE should account for the FGC 8022 by applying the Rule of Three, which ensures the summarized commercial landings data must have been reported by at least three fishers, vessels or fish businesses. • The current vision of the MFDE is that it will be divided into three general areas: o The first area will include visualizations of the figures presented in the Enhanced Status Reports (ESRs) in the Marine Species Portal (https://marinespecies.wildlife.ca.gov). Visualizations need the option of being bookmarked by species in order for the figures to be also used for the Enhanced Status reports. Visualizations would allow for filtering by any number of species, Major Port, Port, and gear. Data can be summarized by either pounds, price, or both.
