Specifications include, but are not limited to: The STATE is seeking the services of a contractor to conduct at a minimum live on-site auctioneering and clerking services with the option of hosting a simultaneous telephone and/or internet auction for the leasing of state land tracts at selected County Seats across North Dakota. The STATE is conducting this solicitation because it is interested in transitioning the duties of conducting biannual live on-site auctions to a contractor instead of utilizing Surface Management Division staff resources. If available, the STATE would like the option of offering simultaneous telephone and/or internet auctions services during a live on-site auction. Currently, the STATE must conduct the leasing of state land tracts per North Dakota Century Code (N.D.C.C.) CHAPTER 15-04 - LEASES OF ORIGINAL GRANT LANDS FOR AGRICULTURAL PURPOSES North Dakota Century Code t15c04 (nd.gov) and per North Dakota Administrative Code Article 85-04-01 https://www.legis.nd.gov/information/acdata/pdf/85-04-01.pdf. The STATE is not aware of any potential legislation being introduced during the next legislative session that will eliminate the requirement for the auction to be held at the county seat (N.D.C.C. 15-04-10). Therefore, the STATE will only accept proposals from offerors that can provide live-onsite auction and clerking services.
