Specifications include, but are not limited to: The State intends to make a noncompetitive purchase by entering into a Purchase of Service Agreement for the purpose of providing workforce development, training, and mental health services to disaster survivors in North Dakota counites identified federal disaster declarations DR4444-ND and DR-4553-ND. Vendor shall provide disaster mental health services to disaster survivors in counties in North Dakota identified in the referenced federal disaster declarations, DR-4444-ND and DR-4553-ND. Vendor shall provide the following services according to North Dakota’s application for the Disaster Response State Grant Program, FG-20-209, which is made a part of the Agreement by its reference. Vendor shall develop and implement a comprehensive plan of evidence-based mental health, including crisis counseling, for individuals impacted by a disaster. Vendor shall screen and assess clients for the presence of mental and substance use disorders and/or co-occurring disorders, and use the information obtained from the screening and assessment to develop appropriate treatment approaches. Vendor shall refer individuals as necessary. Vendor shall provide evidence-based and population appropriate treatment services. Treatment services may include the use of FDA-approved medications in the treatment of opioid use disorder, medication management, outpatient, day treatment (including outreach-based services), intensive outpatient, recovery housing, or residential programs.
