Specifications include, but are not limited to: 1.Provide for the collection of delinquent Municipal Court fines, court costs, and fees, by personnel with the education and knowledge of all laws relevant to delinquent criminal and traffic case collections.2.Prepare and send such notices to delinquent defendants as may be required by lawor as may be advisable for the purpose of expediting collections and/or case compliance.3.Provide such additional services to expedite the collection of delinquent Municipal Court fines, court costs, and fees. This should include some level of access to the service provider’s database as it relates to the court’s files.4.Provide for the electronic transfer of cases between the Municipal Court case management software, Tyler Technologies and the collection agency. The electronic transfer of cases must allow for daily payment and adjustment updates, case closure reports, and new case reports.5.Provide and manage Scofflaw services in accordance with Texas Transportation Code 702.003, at no additional cost to the City. a.The Municipal Court will provide a list of defendants that qualify for registration suspension via an excel spreadsheet.b.The collection agency will promptly report those defendants to the Texas Department of Motor Vehicle (TXDMV) Scofflaw program in order for the County Assessor Collector to suspend the defendant’s registration. c.The Municipal Court will provide a list of defendant’s that should be cleared from TXDMV Scofflaw program via an excel spreadsheet. d.The collection agency will immediately clear those defendant’s from the TXDMV Scofflaw program in order for the defendant to obtain his/her registration.
