Specifications include, but are not limited to: The Department seeks cost effective and efficient software that will meet the following primary objectives: Document management including generation, incorporation of external documents, and storage; Document templates with auto-population for rapid initiation on new case files, with ongoing ability to add, remove, and amend templates; Discovery management including the ability to securely produce to and receive from outside parties’ large quantities of documents; Secure document and data transactions between users and solution software; Integration with the Department’s enterprise Office 365 suite, Microsoft Outlook calendars and emails; Automated time tracking of attorney activity relative to specific cases or case groups; Secure cloud-based hosting within the Microsoft Azure Government cloud; Business configurability, such that state business-level administrators can optimize and customize functions; Workflow management with task assignments with easy to view, real-time dashboards of all work; and Information controls to ensure confidentiality of all data and controlled access to individual case files and practice-specific templates The Department does not have an existing database of records and no large-scale legal case conversion to the new product will be required. The Department intends to complete all current in-process cases or if necessary, create and populate new cases within the new product without a mass conversion process. The Department supports attorneys in our centralized offices in Boise and in regional offices scattered throughout the state, all connected to the Department’s internal and secure network. The acquired software will support all Department attorneys in their normal legal activities through the Department’s network and remotely through direct connection with the Microsoft cloud. The Department must have a low cost but fully featured product and will not accept limited functionality or ‘Lite Products.’ To evaluate a cost-effective product the Department will estimate product costs by capturing all reasonably anticipated costs to operate the product over a four (4) year time period.
