Specifications include, but are not limited to: The Airport intends to complete a high quality and cost effective Airport Performance/Operational Audit. Services expected of the awarded Proposer are all inclusive, taking the project from its inception through completion. The awarded Proposer is encouraged to utilize existing BGR studies and data, which will be made available to the selected company. The objective of this Audit is to assess airport, airline and FBO programs effectiveness, economy, efficiency, and to ensure the presence of internal controls, compliance with applicable regulations, laws, and policies and prospective analyses. The Audit shall be performed following guidance provided by the General Accountability Office (GAO), the American Institute of Certified Public Accountants (AICPA), International Standards and Guidelines of Supreme Audit Institutions (ISSAI), the IIA for performance audits, ISO 19011, industry best management practices and others. Supplementary standards may be utilized if necessitated by the performance audit. The following standards and guidance are normally complied with in conducting a performance audit: ISSAI 300 – Fundamental Principles of Performance Auditing ISSAI 3000 – Standards for Performance Auditing ISSAI 3100 – Central Concepts for Performance Auditing This audit shall include specific Airport divisions identified below, with their respective internal programs with a focus on business and process improvement. Additional Airport divisions may be included, subject to cost and City approval. Audit focus shall be operational (to include information technology), financial, divisional, and compliance driven. Deliverables must include a report of the audit’s findings from each division and recommendations for improvements. Some objectives of this audit are to help direct change as needed, review internal controls, improve coordination within and between divisions, understand and assess risks, and identify any additional improvement opportunities. Initial focus areas include: Accounting, Airline (not to include the specific air carrier internal programs), Dispatch services, FBO services, Fuel services (to include fuel farm operations) Additional focus areas include: Airfield, Aircraft, GSE & Building Maintenance, Operations, Safety, Security (to include Parking Enforcement), and Environmental
