Specifications include, but are not limited to: 1 English Language Assessment Administration A The bidder shall develop, administer and score the English language proficiency assessment for each of the testing years covered by this contract. The assessment will be administered online unless the following exceptions apply: a student requires a printed version of the assessment as an accommodation or a district/school does not have the required IT infrastructure to administer the online version. B The bidder will provide access to a secure digital test administration platform for all students testing online. C The bidder will populate student testing records for students testing online, and produce Pre-ID labels for all students taking paper-based tests using student identification and demographic information provided by LEAs. 2 Results and Reporting A The bidder shall produce a technical report on the English Language assessments that, at a minimum, fulfills the requirements of the U.S. Office of English Language Acquisition regarding the technical quality of English language proficiency assessments. The non-confidential technical report shall be made available for download on bidder’s website. B The bidder may create and provide STATE with access to a comprehensive, longitudinally-based, online dashboard application comprising of aggregate assessment information and data in support of STATE’s educational programs. The dashboard will only contain aggregate and/or de-identified data in accordance with STATE’s policies on data compliance. 3 Technical Assistance and Training A The bidder shall provide separate training programs for online and paper-based assessment administration. Both training programs will be delivered online from the password-protected area of the bidder’s website. User accounts shall be set up according to STATE in consultation with the bidder. User accounts will include training certification and test administrator security agreements. B The bidder will provide a secure, web-based ordering system and administrative portal supported by toll-free customer service representatives. LEAs may contact a customer service representative 24 hours per day via email. The bidder will provide the minimum web browser requirements for the administrative portal on the login page of the administrative portal. C The bidder shall provide technical support to STATE and STATE’s LEAs test administrators. Technical support shall be available to assist with troubleshooting test administration, online training programs, online resources and other technical difficulties.
