Specifications include, but are not limited to: Provide an office location(s) within the county which ensures Participants have access to Whole Family Services at a minimum, during regular business hours; Monday through Friday between 8:00 a.m. and 5:00 p.m., local time, excluding State Holidays and other administrative closures. Whole Family Services shall not be provided at the Department’s Office for Family Independence (OFI) regional offices. Access may include but not be limited to public transportation, alternate or virtual service delivery models, home visits, etc. Participant Eligibility Ensure eligible Participants: Have a dependent child(ren) under the age of eighteen (18) living in the same household. Have income at two hundred percent (200%) or less of the Federal Poverty Level or receive Food Supplement assistance. Whole Family Services Requirements Provide Whole Family Services to income eligible parents including at minimum: Family Coach: Provide each Participant with a dedicated family coach to perform a comprehensive assessment to identify specific family needs. The family coach shall coordinate an individualized family plan based on an assessment of: The Family Economic Impact; Early childhood care and education; Parent education and training; Parent employment supports; Family health and mental health care; and Other economic supports to include housing assistance. Family Economic Impact Assessment (Cliff Effect or Resources Calculator): Ensure each Participant’s education and employment plan is evaluated using a Department approved comprehensive economic impact assessment tool. Share the results of the evaluation with each Participant to assist in career path decision making. Early Childhood Care and Education: Ensure Whole Family Services aim towards age appropriate care and education of the Participant’s child(ren) including, at a minimum: Quality childcare; School readiness and success; and Youth programming. Parent Education and Training Services: Assist Participants with obtaining and completing education and/or training including but not limited to high school/GED diploma, postsecondary credentials, and/or college degrees. Parent Employment Supports: Coordinate employment supports for Participants served by either direct support or through coordination with other agencies and programs. Family Health and Mental Health Care: Coordinate the Participant’s family health and mental health care by either direct support or through coordination with other agencies and programs. Economic Supports: Coordinate other economic supports for Participants, such as housing, by either short term direct support or through coordination with other agencies and programs. System Requirements, Data Collection, and Reporting Provide a data tracking and reporting system which: Manages the program by capturing, tracking, monitoring and providing all needed information and data through an electronic reporting system. Data must be encrypted at rest and in flight. Creates and maintains a Participant Wait List.
