Specifications include, but are not limited to:. Successful offeror shall create and implement mental health advocacy strategies to increase awareness, accessibility, and equity for adults with a SMI and/or children with SED and decrease stigma of mental health diagnosis. Successful offeror shall build capacity and sustainability of a statewide consumer network: a board of directors and staff comprised of more than 51% consumers and their families reflective of North Dakota’s population diversity provide statewide, county-level, and state-level participation through the following: Maintenance of statewide consumer council membership with scheduled meetings; Maintenance of a statewide consumer advocacy website and social media presence, including an outreach plan to increase access, awareness, and resource development. Successful offeror shall implement an assessment of risks, challenges or barriers to guide implementaiton. Successful offeror shall improve quality of and access to statewide treatment and recovery services and supports through outreach, engagement, and communication. Successful offeror shall develop and implement a messaging plan with the goal to decrease stigma, discrimination and negative beliefs and attitudes around serious mental illness and serious emotional disturbance. Successful offeror shall develop and implement a messaging plan to increase awareness of and access to available services and supports, encourage the participation of clients/consumers, family members, advocates, and members of underserved communities in local planning and implementation. Successful offeror shall collaborate, coordinate, and promote recovery-oriented services based on emerging or existing needs in the state, such as: Justice-involved consumers; Co-occurring disorders, including opioid disorders; Integrated care; Trauma-informed approaches; and Employment and education. Successful offeror shall emphasize and build consumer leadership within consumer-operated organizations and in the community through advocacy, collaboration, and partnerships. Successful offeror shall support improvements in policy, program, and service delivery through advocacy effectively supporting the voice and meaningful participation of consumers and their families.
