Specifications include, but are not limited to: The City of Bismarck estimates the number of shelter rooms provided will be anywhere between 1 and 12 rooms. More than one individual may be housed per room depending on relationship/family status and health risk levels. A location has not been selected at this time but is anticipated to be determined in conjunction with selection of security and shelter management services. The selected shelter management agency will have documented how they will meet the following criteria: • Ability to provide 24-hour care and support to individuals or families in quarantine or isolation due to COVID-19. • Understanding of vulnerable and homeless populations • Ability to work well with people of different backgrounds • Experience working with people with substance use and mental health disorders and ability to provide appropriate crisis intervention • Ability to respond or de-escalate a situation effectively • Ability to maintain confidentiality and respect for all residents • Onboarding services including coordination with identified hotel/motel staff to arrange lodging accommodations • Ability to obtain and maintain at least one actively licensed staff member access to the Homeless Management Information System (HMIS) and complete regular and timely reporting of client data, including intake and discharge data into the HMIS • Coordination of intake services including transportation, COVID-19 status/close contact verifications with Bismarck-Burleigh Public Health, and intake risk and medical needs assessment • Ability to oversee the day to day operation and needs of the residents, including: o onboarding new individuals with expectations and guidelines o coordinating or facilitation of food delivery o responding to reasonable needs or requests from the residents o maintaining an inventory of supplies and notifying the City when inventories are low o conducting a daily health and well-being assessment of residents
