Specifications include, but are not limited to: • Grow bicycling as a key component of the area’s transportation system, and provide people with more transportation options • Provide accessibility to education, employment, recreation, events and entertainment • Attract new users to bicycling by making biking fun and reducing barriers to participation (e.g., providing easy-to-use bikes, and potentially providing a variety of bikes such as cargo bikes, trikes, family bikes, etc.—all of which are well-maintained) • Make bikes available 24/7 and ideally year-round (possibly reduced fleet in winter) • Use an affordable and sustainable operational cost model • Support access to school and jobs, economic development, and increased visits to cultural activities • Attract prospective students and tourists to both campuses, and to Burlington, Winooski and South Burlington • Support commuters to and within Burlington, Winooski, South Burlington, and ideally neighboring towns, making transportation demand management more viable and reducing reliance on vehicle ownership and access • Increase integration between UVM, Champlain College, Burlington, Winooski, South Burlington and neighboring areas, making it easier for the community to visit the campuses and vice versa • Complement transit and serve as first- and last-mile mobility solution serving major activity centers, neighborhoods, commercial corridors, and healthy food establishments
