Specifications include, but are not limited to:. Facility and Operational Requirements Provide the location of the corporate headquarters, of the Laboratory(ies) where Specimens will be tested and of any company service centers within the State. Ensure the Laboratory(ies) where Specimens will be tested has a current American Association of Blood Bank (AABB) Accreditation through the terms of the resulting contract(s). Operational standards shall include but not be limited to: Sufficient space, equipment, facilities, and supplies necessary to maintain safe and acceptable testing conditions and AABB standards; Competent, qualified, and sufficient staffing for the efficient performance of Genetic Testing; Laboratory compliance with all relevant safety codes, including provisions for the handling of tissue samples, reagents, and proper waste disposal; Implementation of quality controls which are comprehensive and adequate to ensure reagents, equipment, and personnel perform as expected; Reagents are appropriately sampled, controlled, used, and stored; Handling, processing, and testing of Samples are accurate and reliable; Performance of Paternity tests by standard methods, or by methods that are independently verified by the awarded Bidder’s Laboratory and any subcontracted Laboratory; and The inclusion of external proficiency testing programs in all systems used by the awarded Bidder’s Laboratory and any subcontracted Laboratory. Genetic Testing Requirements Perform Genetic Testing services to determine Paternity by means of DNA identification via Buccal Swab Specimens of a child, child’s mother and Putative Father. Testing shall include, but not be limited to: Collecting, testing and validating Specimens. Reporting test results. Providing Expert Witness Services as needed. Assisting with out-of-state testing as needed. Ensure Specimens are collected at: One (1) of the Department’s Office for Family Independence (OFI) Division of Support Enforcement and Recovery (DSER) offices or other designated Department locations; Correctional institutions designated by DSER; The awarded Bidder’s service centers; and/or Locations requested by the Department; and Assist with scheduling Genetic Testing out-of-state when required in interjurisdictional cases. Furnish all supplies required for Specimen collection, identification, packaging, and transport.
