Specifications include, but are not limited to: manage the capacity building grant program. Vendors must be prepared to administer grants on a quarterly cycle. Funding for grantees may vary as it is contingent upon the availability of funds per fiscal year. A Vendor will be selected to manage the program in full, including, but not limited to: publicizing services and soliciting applications for funds, managing the application process, organizing the grant review committee, awarding grants and contracts, managing distribution of funds to programs and/or professionals, purchasing materials, providing technical assistance and/or coaching, monitoring grantees, and managing all correspondence with programs and partners. The Vendor must be familiar with Delaware’s early childhood system and ensure that grants are issued statewide with a variety of programs (e.g. center, family child care, large family, and school-age). The extent of the services will be entirely dependent upon the availability of funds and the quality of proposals. Grant applicants may propose to operate in any of the three (3) counties or combination of geographic areas (e.g., statewide, a single county, etc).
