Specifications include, but are not limited to: 1. Investment grade energy audits (IGA) at no cost and with no obligation to implement an ESPC. The ESCO may perform initial site visits to determine the viability of an ESPC before performing IGA, and is not obligated to perform IGA if ESCO determines a project is not viable. However, any ESPC must include an IGA. 2. Design and installation of energy efficient equipment and systems, including but not limited to: 2.1. Building envelope improvements. 2.2. Lighting, including potential for advanced controls, daylighting considerations, etc. ESCOs should also consider improvements to streetlights and streetlight controls, as well as other exterior fixtures. 2.3. Adding or improving HVAC controls/energy management systems where none or substandard controls exist. 2.4. Replacing pneumatic controls with direct digital controls. 2.5. Adding IAQ monitoring (including temp, humidity, CO2, VOC and PM 2.5) and demand control ventilation capability wherever practical. 2.6. Water and wastewater upgrades and efficiencies. 3. Design and installation of all-electric equipment and systems to replace inefficient electric equipment and systems or those currently powered by fossil fuel, including but not limited to: 3.1. HVAC systems. 3.2. Domestic hot water systems. 3.3. Generators. 4. Implementation of equipment which may not reduce energy consumption, but which are aimed at improving indoor air quality i.e. increased ventilation.
