Specifications include, but are not limited to: Provide assistance to needy families so children can be cared for in their own homes; Reduce the dependency of needy parents by promoting job preparation, work, and marriage; Prevent and reduce the incidence of out-of-wedlock pregnancies; and Encourage the formation and maintenance of two-parent families. Table 2 – TANF Funding Requirements Must provide services that are “reasonably calculated” to promote TANF purposes three (3) or four (4). Shall not support services that are considered “assistance” under 45 C.F.R. § 260.31 (for example, funds shall not be utilized for recipients’ food, clothing, shelter, utilities, household goods, personal care items, and general incidental expenses); Shall not: Support services for adjudicated minors who are housed in secure facilities; Support services that are medical in nature, except for pregnancy prevention; Be used for cost sharing or match of other federal grants or awards; Exceed fifteen percent (15%) in support of administrative costs; and Be used for the purchase of buildings, facilities, or real estate.
