Specifications include, but are not limited to: Child Protection Servicesis seeking an experienced entity to complete a comprehensive capacity evaluation and readiness assessmentto prepare for the implementation of the Family First Prevention Services Act including workload, structure, communication strategies, andcompensationanalysis. The Covid-19 pandemic has challenged CPS and workforces across the world to increase flexibility of remote work, implement reductions in travel, and enhance utilization of technology. While much of Child Protection’s work is completed directly with youth and families, an analysis and plan for enhancements in these focus areas will help further the reform efforts with FFPSA in South Dakota. The FamilyFirst Prevention Services Act was passed in February 2018. The intent of the legislation is to amend the Title IV-E foster care entitlement and Title IV-B of the Social Security Act, shifting more federal resources to assist families in crisis to stay together and limit federal funds for placement of foster youth in congregate care placements, including grouphomes. There are many provisions in the Family First Prevention Services Act, but one which many states are pursuing is the ability to use Title IV-E dollars for prevention services for eligible children at risk of foster care placement and their families.
