Specifications include, but are not limited to: Phase 1: Feasibility Study During Phase 1 we expect the consultant to bring their knowledge and experience to work with the NRPC and the NWCUD to provide a viable path forward. The following tasks are at a minimum. The consultant can provide additional activities that would be essential in completing the feasibility study leading to the Phase 2 Business Plan. 1. Customer Survey The consultant would assist with deploying a survey whose results will then need to be correlated to provide a picture of interest throughout our region. These results will need to be made publicly available in some form and would need to be able to be overlaid with a possible network map to gauge take rate. This survey would consist of all towns in the study area and would expand beyond if the results show more towns are necessary for feasibility. 2. Asset Inventory The consultant should conduct an inventory of pole locations and other assets such as available fiber backhaul based on data available within the Vermont Open Geodata Portal. Based on this data we expect the consultant have a good understanding of densities, pole locations and other assets necessary to build a rudimentary plan of execution for building.
