Specifications include, but are not limited to: This Request for Proposal (RFP) is issued for the purpose of soliciting and selecting an independent, vendor-neutral Third Party Administrator (TPA) to provide Lone Star College (LSC) Human Resources Benefits and Payroll departments with common remitter services for its 403(b) ORP, 403(b) TDA and 457(b) plans. The successful Respondent will act as the representative of LSC for these employee benefit plans, provide consulting, standardize the remittance process and provide investment vendor oversight, including Plan Document creation and review, loan approvals, roll-overs and withdrawals. The Respondent shall effect over time the most advantageous number and mix of investment vendors and comply with the LSC Board Plan Document dated January 1, 2016. LSC is the plan administrator of the 403(b) and 457(b) programs. The Board of Trustees of LSC is the legal entity and governing authority that will award any resulting contract. LSC is a public education institution, and the 403(b) and 457(b) plans are not subject to Title I of ERISA.
