Satellite based remote sensing water leak survey on Philadelphia Water Department's distribution & transmission water mains completely included within water plates 39, 40, 44, 45, 50, 51, 59 and 68. These mains are parts of the Lardners Point High Service (LPPS) and Torresdale Low Duty (TLD) pressure district water network north of Girard Ave, east of Broad St, south of Roosevelt Blvd/Rhawn St and west of Delaware Rive. Deliverables are to include 2 full image scans (up to 412 linear miles) at different times, algorithmic analysis of the images in relation to PWD GIS water layer, ASTERRA Recover Report: prioritized list of Points of Interest (POIs) for leak survey, ASTERRA Dashboard for leak detection tracking and reporting + U-Collect/U-View Apps (4 licenses) Field Leak Detection Support: Provide field leak detection supports for pin pointing the leak on the water mains utlizing the satellite imagery as well as the point of interests selected based on the remote sensing data analysis. The field support expected to include four weeks (5 work days per week/40 hours) of support for a maximum of 20 days from technicians specially trained in satellite remote sensing water leak detection methods.
