Specifications include, but are not limited to: Part A: Services are sought to guide the development of a comprehensive performance management process specific to managers including benchmarked evaluation tool and process, link to merit based compensation, and link to succession planning and development. Part B: Development of a comprehensive staffing and rightsizing plan for the organization tied to national benchmarks and forecasted enrollment projections across manager, professional and staff employment classifications. Respondents may bid on either Part A or Part B or Both. Part A: a. Considering national best practice, design a content valid evaluation tool for managers b. Develop an evaluation process that considers multiple touchpoints throughout a fiscal year, complete with a procedure manual c. Identify a merit distribution formula linked to the evaluation tool d. Identify criteria for participation in succession planning, a formal succession planning process, and the development related to such Part B: a. Identify appropriate staffing levels by classification i. Identify opportunities for cross-departmental job sharing b. Identify appropriate organizational structure/alignment c. Identify process changes to systematize efficient/effective use of labor d. Identify cost-effective strategies for reducing elements of the workforce e. Identify opportunities for out-sourcing and expected savings
