Specifications include, but are not limited to: Building, Equipment and Grounds Assessment – The Building Manager shall assess and evaluate the condition of all building, equipment and grounds infrastructure and associated assets by assessing the technical condition, evaluating the repair priorities, and developing both short-term (twelve to eighteen (12-18) months) and long-range (three to five (3-5) years) infrastructure investment programs to support the ACAA budget process. All building, equipment and grounds infrastructure shall be assessed using the ASTM E2018-15 Standard for Property Condition Assessments. Maintenance Engineering (ME) – The Building Manager shall provide mechanical, civil, environmental, and electrical engineering expertise needed to perform: project reviews, required property asset assessments, infrastructure program management, collect and review historical data collection on key equipment items, work analysis, and develop a Preventative Maintenance (PM) program. Guide and oversee efforts to ensure reliability, performance and maintainability of equipment, processes, utilities, facilities, control loops, and safety/security systems. Perform non-design drafting to maintain existing drawings to an “as-built” level. Preventative Maintenance (PM) – The Building Manager shall develop, manage and maintain a welldefined PM program that considers all maintenance, is based on system condition or performance, and achieves the ACAA goals of maintaining building, equipment and grounds infrastructure quality while reducing life-cycle costs. For PM services, it is expected that the manufacturer's warranties have expired for most equipment. However, ACAA agrees to assign to the successful Building Manager, those warranties that are still in effect.
