Specifications include, but are not limited to: The Southwestern Pennsylvania Commission (SPC) desires to complete a multimodal corridor study on Second Avenue within the City of Pittsburgh. State Route (SR) 885 and Second Avenue in the City of Pittsburgh from the 10th Street Bridge in the Bluff neighborhood to its intersection with SR 837 in Hays is a corridor of significance within the City of Pittsburgh and Allegheny County. This area is shown in Figure 1. This corridor is one of the primary methods of connecting the communities of the Lower Monongahela River valley and the South Hills with the major job centers of Oakland, South Side, and Downtown. Peak period vehicular travel is directional with inbound trips in the AM and outbound trips in the PM.
