Specifications include, but are not limited to: 1. Reduce four (4) million pounds of sediment, using water quality BMPs, within five (5) years of receipt of PA DEP approval of the Regional CBPRP. 2. Submit a Sediment Reduction Plan (SRP) to meet the sediment reduction target with the proposal. The SRP must include a written description of the water quality BMP projects to be designed, permitted, constructed, operated, and maintained; the preliminary sediment, phosphorus, and nitrogen reduction credit for each project (see S. III.A..8.); a map showing the Regional CBPRP Planning Area, impaired streams, and project locations; approach for acquiring necessary property interests to implement the BMPs, and a timeline to implement the BMPs. See Section III.C. for the acceptable BMP types. YSWC reserves the right to terminate the contract if it determines, at its sole discretion, that the SRP fails to meet the requirements of the Scope of Work. 3. Coordinate locations for water quality BMPs with the YCSWC Management Committee and obtain its approval. BMPs shall be located within the Regional CBPRP Planning Area (see Appendix A) and among each of its primary watersheds (see Appendix B), unless prior approval is obtained from PA DEP. 4. Acquire the property interests to construct, operate, maintain, and assure longterm operation of the BMPs. Examples of property interests include consultants using their own land, acquiring property (fee simple ownership), acquiring longterm leases or easements, and/or agreements with municipalities to use their property. If the property is not owned by a municipality, the areas where BMPs are located will require a recorded instrument, such as a conservation easement or deed restriction, identifying and preserving the BMP, identifying the entity responsible for the long-term O&M of the BMP, and granting reasonable access for inspection to EPA, PA DEP, the York County Conservation District, and the municipality in which located.
