Specifications include, but are not limited to: PGW is seeking proposals from qualified firms or individuals to conduct a variety of employment-related internal investigations on an as needed basis, including investigations of complaints that allege harassment, discrimination, and/or threats of physical violence which are in conflict with PGW policies and which may violate local, state or federal laws. The selected proposer may also investigate claims of misconduct regarding employee labor relations as well as security and loss prevention issues. As requested by PGW, the selected proposer shall conduct thorough, comprehensive, objective, impartial and professional investigations. The investigations and resulting report may include the following: (i) identify factual bases for any allegation, (ii) identify the absence of factual bases for any such allegation, (iii) identify factual bases for any responses/counter-allegations raised by any witness or accused individual, (iv) identify the absence of factual bases for any responses/counter-allegations raised by any witness or accused individual, and (v) assess the credibility of the complainant, accused individuals, and other witnesses. The investigative process shall include investigative findings with supporting analysis and a written report that will provide an accurate reflection of information discovered as well as the selected proposer’s opinion as to whether the conduct alleged is supported by the evidence and constitutes a violation of PGW policy or local, state or federal law.
