Specifications include, but are not limited to:The services require providing RF (Radio Frequency), GPS (Global Positioning System) and Remote Alcohol Use monitoring equipment, including a staffed 24/7 monitoring center, with local enrollment, installation, daily scheduling and fee collection services components. An Offender Funded House Arrest Electronic Monitoring Program. A program designed to electronically monitor approximately 150 offenders on RF (Radio Frequency) or a GPS (Global Positioning System) as designated by Probation. Services will also provide for the remote alcohol usage monitoring of select participants in conjunction with or independent of house arrest monitoring. The Program will be offender funded, servicing approximately 150 offenders daily, enabling designated offenders to be electronically monitored verifying compliance with the terms of a House Arrest/Home Confinement sentence. Vendor will provide sufficient office space, staff and equipment, (within reasonable walking distance of the Probation Services office) to service the program. Services include but are not limited to offender enrollment, equipment installation, daily scheduling, collection of program fees and the financial assessment and fee reduction to those financially unable to pay full program fees. Contracted vendor must provide all required RF (Radio Frequency Monitoring), GPS (Global Positioning System) and Remote Alcohol monitoring equipment and accessories. A 24 HR/7Day monitoring center staffed by trained professionals to forward alerts to Probation Staff as per the terms of the agency notification agreement. Product Installation without specialized tools. Transmitter must operate on non-commercially available frequencies. Field replaceable battery. (able to be replaced without removal of monitor) Inline transformer. (plug/transformer combo may cause false power fails) Internet based program accessible by PO for real time data entry and status review. Duel tamper technology (ability to detect removal of device both cut and non-cut from offender) Duel monitoring centers in different geographic locations to insure continuous monitoring in event of power outage or natural disaster at one location. Reduced payment scale and documented assessment process to determine those offenders who qualify for reduced program fees due to financial hardship. Vendor to provide offender population statistics as designated and requested by Probation Services.
