The City of Philadelphia, Department of Commerce (“The Department”, “Commerce”) is seeking proposals from financial institutions and other grant disbursement organizations to act as fiscal agent for a grant fund, the “Catalyst Fund,” available to Philadelphia businesses for investments in their growth and sustainability. The Department seeks one or more partner providers who will manage, in partnership with the Department, the receipt, review, approval/denial, and processing of applications for assistance from the fund. The primary goals of the fund are 1. Flexibility, by offering a single application for assistance without strict programmatic guidelines 2. Efficiency, by minimizing the time between a business submitting an application, award or denial, and disbursement of the grant funds to those awarded
