Specifications include, but are not limited to:. Services to be Provided: The Contractor will provide a full suite of screening, enrollment, training, certification, and job placement services in close coordination with Department representatives. All candidates referred to the Contractor under this contract will be parolees under the supervision of the Pennsylvania Department of Corrections. Except where noted otherwise, coordination with the Department described in this section refers to communication with the supervising Parole Agent. Receive Referrals: The Contractor will receive referrals (candidates) from the Department. Candidates referred for this program will be reentrants under parole supervision who are participating in the Project Safe Neighborhood re-entry program. Candidates will be vetted by the Department for aptitude and ability to complete the training, obtain, and maintain employment in Commercial Driving prior to referral. Screen Referrals: The Contractor will screen referrals for disqualifying attributes under local, state, or federal licensing requirements that would prevent the candidate from becoming licenses and obtaining employment after completing the course. If the candidate is not eligible, the Contractor will notify the referring Department representative in a timely manner, provide the reasons, and recommendations for how the candidate could become eligible, if applicable. Assist in Obtaining a CDL Permit: The Contractor will provide instruction and assistance as needed for the candidate to obtain the CDL permit from the Pennsylvania Department of Transportation. The Contractor will provide instruction and support prior to taking the permit exam. If the candidate does not successfully pass the permit exam, the Contractor will work with them to prepare and re-take the test. The contractor will notify the Department of an inability to obtain the permit, or when the permit is successfully obtained. The candidate must obtain a CDL permit no later than one (1) week after beginning of the CDL course. Provide CDL Training: The Contractor will enroll the candidate in the CDL course within three (3) weeks of receiving the referral unless delayed due to difficulty obtaining a CDL permit. The Contractor will provide a training course sufficient to prepare the candidate for successful licensure and employment. The Course must prepare the candidate for Class A and Class B CDL licensure. The Course must include a minimum of 44 hours behind-the-wheel. The Contractor will provide regular status updates to the Department regarding the candidate’s progress in training. The Contractor will notify the Department immediately if the candidate fails to attend training as expected or is not engaged. The Contractor will be allow flexible scheduling to accommodate other programming or appointments required by the Department provided that such accommodations will not prevent the candidate from completing the course.
