The County of Montgomery is seeking proposals from highly experienced Consultants to provide technical assistance in coordinating all CoC/EFSP activities. This includes helping the Governing Board and the Office of Housing & Community Development (OHCD) staff with the writing and submission of the Consolidated CoC Application, ensuring compliance with the HUD Notice of Funding Opportunity (NOFO) timeline and other HUD funding opportunities. The consultant will also assist with submitting the NOFO, application, scoring, funding recommendations, and the final board plan for the Emergency Food and Shelter Program (EFSP) in line with FEMA regulations. Support will be provided to OHCD staff and CoC sub-recipients in submitting new applications, grant reallocations, and completing the Grant Inventory Worksheet (GIW). The consultant will aid in arranging, planning, and setting the agenda for all meetings required to conduct business, while also monitoring HUD and FEMA communications for updated instructions and timelines. They will assist in the use of HMIS data, including System Performance Measures and other reports, to guide decision-making for CoC/EFSP processes. The consultant will also support the creation, publication, and promotion of equitable policies and procedures for CoC, EFSP, and other funding related to the Your Way Home homeless crisis response system. Additionally, they will assist the Governing Board with tasks such as Point-In-Time Methodology, Pennsylvania Housing Finance Agency (PHFA) Home4Good Awards, and other assigned duties. The consultant will collaborate with Your Way Home Action & Advisory Teams, and other related initiatives, ensuring communication and coordination between the Board and these Teams. The Consultant will alert the Governing Board and OHCD staff to updates on laws, regulations, and policies related to grant funding, while maintaining a secured database for funding applications and related documentation from sub-grantees. Finally, the consultant will work with the Governing Board and OHCD to advance the mission of Your Way Home, promote its principles, and support diversity, equity, and inclusion initiatives.
