GENERAL INFORMATION FOR OFFERORS

Please read the solicitation in its entirety. Some clauses and/or provisions may appear out of sequence or in the incorrect area of the solicitation; however, the clauses or provisions still apply. In the event a clause or provision is not applicable, the clause or provision becomes self-deleting. All provisions become self-deleting at the time of award.
1. DESCRIPTION: The requirement is for an Xenon Arc Tester for the Product Test Center located in Philadelphia, Pennsylvania.
2. QUOTE SUBMISSION: Quotes are due by 11:00 PM Eastern Standard Time (EST) on the date specified in Block 8 of Page 1. Quotes are considered late after 11:00 PM EST. The following method of submitting a quote is as follows:

Offerors are responsible for submitting quotes, and any revisions, to reach the Government office designated in the solicitation by the date and time specified.
3. POINT OF CONTACT: For solicitation information, please see the point of contact listed in Block 7 of the SF 1449.
4. PROCUREMENT ITEM DESCRIPTION (PID): PID information is not available. A description of the supply/product is provided in attachment Att 1 Tech Specs Xenon Arc Tester.
5. UNIT PRICE AND TOTAL (Offeror Fill-in): Offerors shall include the unit price and the total price for CLIN 0001 quoted in Section B.
6. PERIODS OF PERFORMANCE: 120 days from date of award to include delivery.
7. PLACE OF PERFORMANCE: Attn: Edward Francoeur DLA Product Test Center 700 Robbins St., Bldg. 5-D Philadelphia, PA 19111
8. PROPOSAL PREPARATION COSTS: The Government shall not be responsible or liable for any costs incurred by any parties in the preparation and submission of any technical quote or price quote in response to this RFQ.
9. SUBMISSION OF QUESTIONS: Should the offeror have any questions with regards to the RFQ, they should submit them via email to Blair Hartley at Blair.Hartley@dla.mil.
10. DISCUSSIONS: It is the Government's intention to award without discussions; however, the Government retains the right to conduct discussions if necessary. Offerors are encouraged to present their best technical offer and prices in their initial offer submission. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
11. LOWEST PRICE TECHNICALLY ACCEPTABLE: The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable (LPTA) proposal meeting all solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this project. With respect to the items or group of items identified in the solicitation, offers must be submitted for all items indicated. No award will be made for less than the full requirements shown in this solicitation. Exceptions to any terms and conditions of the RFQ may make the quotation unacceptable.
12. NO AWARD: The Government reserves the right to not make an award as a result of this RFQ if an award is determined contrary to the best interest of the Government.
13. The Government will issue a single purchase order resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Therefore, it is important that your initial quote submittal is on the most favorable terms and complies with all instructions contained in this request.
