Specifications include, but are not limited to: Winter storm warning service and daily precipitation forecast (including occasional consultation yearround): • Winter Storm Warning Service – During the snow and ice season of 2022-2023, the vendor will fax and E-mail the City of Pittsburgh, Department of Public Works Headquarters (City-County Bldg., Rm. 301, 414 Grant Street, Pittsburgh, PA 15219, 412-255-8847) 12 to 14 hours in advance of impending storm conditions with an alert, briefly describing the nature of the threat and the estimated beginning time. Three (3) to six (6) hours in advance of the event, vendor will communicate the warning details, specifically describing the threat and its expected effects on City roads, ramps, bridges, and sidewalks as closely as possible. The vendor will then monitor conditions, issuing revisions around the clock, if necessary. Forecast information will be conveyed quickly and efficiently using the storm warning form, delivered electronically via fax and E-mail. • Occasional Consultation – The vendor’s meteorologists will respond to queries from authorized Department personnel pertaining to forecasts of Winter Weather, Precipitation, and any weather events covered by this agreement, on a year round basis. The City will provide a list of Department employees authorized to call for such consultations. Severe weather alerts and warnings, extreme temperatures, and riverine flooding forecasts: • Thunderstorms And Other Damaging Wind Events – The Department will be informed when thunderstorms with winds of 50 miles per hour or greater are forecast, hail events involving dime-sized or bigger stones, when the possibility of tornados exist, and when tropical storms or hurricanes with high winds will affect the City. • Excessive Heat – The Department will be notified when the “feel-like” temperature is forecast to reach or exceed 90 degrees F on any given day. • Excessive Cold – The Department will be notified when ambient temperatures or wind chill temperatures are forecast to drop to zero degrees F or below. • Riverine Flooding – The Department will be notified when flooding due to precipitation events is expected to affect the city. The forecast shall include an estimate of localized versus widespread flooding, and the types of areas that will be affected, from poor drainage areas to flash floods on creeks and streams to major river flooding.
