The Scope of Work is as follows: Provider will provide, for the term of the Contract, emergency shelter, utilizing 20-150 total beds. Provider will accept referrals received from or approved by OHS and will fill program vacancies within the timeframe established by OHS. Provider will provide the following core services: • Emergency Housing: A clean and healthy living environment which includes, but is not limited to: clean rooming, bedding, living space, and dining areas. • Meals: Meals served are safe, healthy (reduced sodium and sugar), and properly prepared. • Safe Environment: A safe living environment which includes, but is not limited to: secured building, safe operating facilities and appliances, and properly operating sanitary facilities 3.1 Description of Services This Section 3.1, Description of Services includes the requirements for the project, including the services to be performed and the deliverables that must be met by the selected Applicant. The City reserves the right to change certain service requirements or deliverables based on changed circumstances, like a change in the business or technical environment or contract negotiations with Applicant(s) selected for negotiations, without issuing a revised RFP. Applicants should read this section closely. An Applicant’s proposed scope of work must detail how they will meet the service requirements or achieve the deliverables described in this section. Applicants may also propose additional or revised services or deliverables to achieve the outcomes described in Section 2.3 Outcome Goals of this RFP. However, Applicants must explain why each of these additional services or deliverables are necessary, and when and how they will be completed. Service Requirements The successful applicant will provide emergency shelter beds through one or more of the following: 1. an expansion of beds at an existing location/program or 2. creation of beds at a new location owned or leased by the applicants. The proposal must detail which approach the Applicant proposes to take, the number of beds available, and the population you are proposing to serve (single men, single women, adult couples, families with children). Include the proposed dates and times of operation. During winter initiative, beds are available beginning the night of November 1, 2025, and operate at least through the night of April 29, 2026. Applicants must have the ability to operate a minimum of four months and a maximum of 12 months to continue beyond winter initiative, if funding is made available. The minimum number of beds OHS will consider funding through this RFP is twenty (20). The maximum number of beds is one hundred fifty (150). If an applicant is proposing multiple sites, please submit one proposal that includes information about each location.
