PDP seeks to provide vocational training Applicant with proven track record in delivering vocational training to incarcerated people with hands-on skills training in preparation for employment, Applicant will submit a comprehensive vocational training plan inclusive of one or both vocational services (HVAC and/or Environmental Maintenance) for viable employment opportunities and labor market projections that leads the incarcerated population to sustainable employment, Applicant may be providing training to both the male and/or female incarcerated population throughout the PDP and integrate green practices and building maintenance to prepare incarcerated participants for such job upon release, Applicant will identify and include community partners who will provide social supports, reentry support or employment opportunity partnerships such as community/grassroots programs with demonstrative skills in service delivery, city Office of Reentry Partnerships (ORP) Philly Works or state programs (Pennsylvania Career Link) to align with vocational training and educational components of the program in support of job readiness skills, Applicant will identify partnership or ability to provide post-release employment opportunities for incarcerated participants upon release, Applicant will identify industry recognized certifications, Applicant to confirm their ability to obtain or to partner with an employment agency, Applicant will work closely with the city Social Worker Service Managers of the PDP to provide vocational training certifications and job readiness information to be incorporated into discharge plans/adjustment summaries. In addition, Applicant will: provide instructors to deliver vocational services programs on the campus at PDP and provide personnel to assist in post-release job placement and retention, conduct skills and needs pre- and post- assessments with participants, provide extended support to participants post-release to continue job training services and or securing employment, collaborate with the Mayor’s Office of Reentry Partnerships (ORP), which can assist with wrap around supports such as identification, support navigating parole/reentry systems and other services to facilitate reentry, maintain schedules of classroom instructors to work with respective PDP personnel and assist with facility environmental maintenance duties and services to the ancillary structures on an as needed basis (i.e. floor maintenance via environmental maintenance training, etc.), Applicant will provide curricula demonstrating vocational training to be delivered at PDP facilities and specify: total number of incarcerated participants to be served annually inclusive of below, on-site classroom instruction, number of cycles for 6 - 8 weeks; 12 weeks programs welcomed, class size of 15-20 incarcerated participants and specify instruction delivery (lecture, digital, hands-on application) and required equipment, Applicant will be responsible for maintaining and submitting quarterly reports inclusive of but not exhaustive of: projected annual numbers of incarcerated participants to be served, enrollment by vocational training course and schedules; annual schedule inclusive of observed holidays, breakout for population and facility location, daily attendance records through completion, utilize PDP forms (Performance Reports) to share and address incarcerated participants progress and attendance, enter attendance daily for incarcerated participants to receive pay using the PDP IJMS (Integrated Jail Management System), maintain quarterly and annual completion rates, provide description of each training course, duration of each training course, hours per day; morning and afternoon hours, attend weekly or mandatory meetings for PDP and provide staffing levels and budget, Applicant is required to work jointly with PDP’s Restorative and Transitional Services (RTS) Division under the authority of the Deputy Commissioner or designee for RTS and the facility Warden or designee, Applicant’s proposed staff will be required to meet professional educational requirements prior to being certified/qualified as a vocational services trainer, Applicant is responsible to train and document each participant’s activity so their time will be credited towards program/certification completion. The documentation must be provided to designated PDP staff, Applicant is required to work with PDP staff, the Office of Reentry Partnerships (ORP) and other designated partners, Applicant is responsible for the participant’s post-release job placement and retention via ability or partner with an agency for post released engagement/case management, social supports for a minimum of three (3) months to one year, Applicant is responsible for program record keeping, evaluation and certification tracking, Applicant is responsible to work with the Office of Reentry Partnerships (ORP) for a minimum of one year for post-release case management and life skills training for recommended released participants and The Applicant is responsible to procure materials and supplies and maintain a tool inventory of all supplies and equipment to be provided to designated PDP Staff for routine inventory inspection and or utilize software for inventory management.
