Specifications include, but are not limited to: Phase 1-Completion Date December 2024 1. Create a public outreach and education campaign for the UFMP including a website and social media presence. Gain input from and inform Borough residents from the onset of the project including providing status updates, sharing data, and distributing informational material. 2. Perform an Urban Tree Canopy Assessment. Classify land cover by Urban Tree Canopy, impervious surface, open space, bare soil, and potential Urban Tree Canopy. Provide mapping and data summaries for distinct geographies including zoning, neighborhood, watershed, census block group, and land use. 3. Perform a historical Urban Tree Canopy Assessment and present change data and metrics from 2014 and 2004 assessments. 4. Deliver a priority planting analysis based on Urban Tree Canopy Data including mapping and data reports. Areas shall be prioritized based on maximizing benefits to State College, including Environmental Justice Areas, human health, stormwater management, and urban heat island effect. 5. Develop an Urban Forestry Division operations manual. Work with Urban Forestry staff to review current workflow, workload, equipment, and staffing. Provide a manual with recommended changes, additions, and edits to existing division operations, functions, and staffing. Phase 2-Completion Date May 2025 6. Perform a review of the current Code of Ordinances related to the management of trees on public and private land. Provide a list of recommended edits or additions that strengthen policies in regard to tree protection and preservation. Phase 3-Completion Date December 2025 7. Perform a GIS-based public tree inventory of all existing street trees, park trees in developed areas, and other Borough owned property. Inventory data shall include location, address, species, size, and condition rating. Data set shall include planting opportunity areas where additional street and park trees can be planted in the future. Summary report shall include age and species diversity data along with management recommendations. Phase 4-Completion Date May 2026 8. Deliver an Urban Forest Master Plan. The plan shall cover a minimum term of 25 years with achievable benchmark goals at 5-year intervals utilizing data gathered under this scope of work. UFMP shall be developed utilizing data and incorporate input from Borough Council, Tree Commission, Borough Staff, and Borough residents.
