This notice is solely for the purpose of seeking sources and does not represent a commitment from the Government. Submitting information in response to this notice is voluntary, and the Government will not reimburse any costs associated with its preparation or submission.
As part of its market research efforts, the Defense Logistics Agency (DLA) / Clothing & Textiles Directorate is issuing this sources sought notice to determine the existence of qualified and interested contractors capable of providing suitable solutions. The Government may use the information gathered through this sources sought for planning and general information, and it will contribute to determining the most suitable procurement method.
DLA is seeking companies with the interest and capability to support the following requirement:
United States Air Force (USAF) Airsave Survival Vest and Accessories

The items are required to be manufactured in accordance with Purchase Description (PD) WNUV 12-03D dated 7 February 2025 (superseding PD WNUV 12-03C dated 21 September 2023), along with all applicable drawings and patterns.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 315210 Apparel Accessories and Other Apparel Manufacturing.
NOTE 1: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012 and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possession or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
NOTE 2: Certain restrictions/requirements are applicable to this item
- This item has technical data, some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data.
- The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation.
- To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
All information received in response to this sources sought marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to ask follow-up clarifying questions to individual companies based on proprietary information submitted without posting those questions.
The Government requests that interested parties respond to this notice in writing including details of your company’s ability to deliver the USAF Airsave Survival Vest and Accessories. Additionally, please provide the following information:

- Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Documentation shall contain your organization’s experience that demonstrates successful performance on items that are similar in scope and magnitude.
- If significant subcontracting or teaming is anticipated to deliver technical capability, please address the administrative and management structure of such arrangements
- Information regarding the viability to receive and process classified information with appropriate contact information
- Provide any recommendations and/or concerns
Responses to this notice should not exceed five (5) pages.
This sources sought notice is only for the purpose of identifying potential sources as part of DLA / Clothing & Textiles’ market research. No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
