Timely overhead submission is critical. This also applies to the sub-consultant firms. •Consultants traveling on behalf of the Commonwealth are to adhere to the Commonwealth’s travel and subsistence policies. •The contract method of payment will be Specific Rate. •Per the U.S. DOT Interim Final Rule on Disadvantaged Business Enterprise (DBE), the DBE goal for participation on this agreement shall be zero percent of the total agreement. Costs included in a DBE firm’s price proposal as a direct cost of work and services by others shall not count as DBE participation, unless completed by a DBE firm. Even with a zero precent goal, Multimodal strongly encourages the continued use of disadvantaged and small business throughout the life of this agreement.
