The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Philadelphia, PA, intends to award a Basic Ordering Agreement (BOA) with Firm-Fixed–Price (FFP) ordering provisions on a sole source basis to Thrust Master of Texas (TMOT) for OEM engineering services in support of the Littoral Combat Ship (LCS) Independence variant Bow Thruster and ancillary systems. Associated equipment includes hydraulic and cooling systems.
The engineering support covered under the requirements will be in support of maintaining and improving the operational readiness, safety, reliability, and maintainability, as well as operating and support costs of the bow thrusters and associated equipment on the LCS 2 ship class (Independence variant). This contract is Sole Source due to proprietary technical information related to the bow thruster system. The brand name is Thrust Master of Texas located in Houston, Texas.
The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 3204(a)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1.
Interested parties, however; may identify their interest and capability by responding to the requirement. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
