THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to provide design agent engineering and technical services as well as software along with Development & Test Evaluation (DT&E) hardware acquisition for the overall management, development, testing, troubleshooting, repair, configuration, maintenance and fleet sustainment of DDG-51, Freedom variant and LHA-8AF. These systems consist of but not limited to MPCMS, MCS, and EC but also affected components of the Hull-Mechanical & Electrical (HM&E) Systems. The contractor shall provide engineering services, planning, integrated logistics support, homeport technical support, f1eet support, land based test environment support and maintenance, technical data package (TDP) maintenance, equipment management, configuration management, systems change development and integration, software support, system testing & troubleshooting, material support and obsolescence management. Software support implicitly includes but is not limited to requirements development, product design, implementation, configuration management, testing, media creation and delivery of updated MPCMS, MCS and EC software and pertinent documentation. Utilizing other than full and open competition, from Lockheed Martin. IAW 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” as only Lockheed Martin meets the Government's requirements. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. See attached documents.
