Specifications include, but are not limited to: A. The selected Consultant will be required to provide technical assistance needed to ensure that resident council elections conform to the above referenced federal regulations and guidelines. Tasks associated with this project include, but are not limited to: 1. Develop a detailed work plan of the standard process of conducting resident elections. 2. Review existing resident council by-laws and procedures for conformance with federal regulations during the 30 day period prior to the actual election. 3. Provide technical assistance as needed to local resident councils if by-law revisions are required. 4. Provide staff support and/or train residents to facilitate and monitor elections. 5. Provide oversight to election activities to ensure a fair and open process. 6. Define and oversee the process to certify and validate the winners of the elections. 7. Work with PHA to establish a procedure to appeal any adverse decision relating to failure to satisfy HUD minimum standards. 8. Meet with residents at the various sites to conduct community/interest meetings to determine whether or not the residents want to form or continue a resident council and to initiate the nomination process. 9. Produce outreach, training and education materials as needed. 10. Use/ duplicate all approved forms to be used for the election process
