Specifications include, but are not limited to: The Successful Proposer will be expected to enter into a lease with the County for extraction of oil, natural gas, and other hydrocarbons underlying Allegheny Countys Deer Lakes Park substantially similar to the form entitled Proposed Lease Terms and Conditions (the Lease), which is incorporated by reference in its entirety herein and attached hereto as Appendix A to this RFP. The County reserves the right to add, delete, or modify any terms and conditions in the Proposed Lease Terms and Conditions during the course of negotiations with a Proposer as it deems fit to meet the best interests of the County and its citizens. No drilling activity shall be permitted on the surface of Deer Lakes Park during the term of the Lease.
