Millbourne is seeking redevelopment of a vacant 18 acre tract between the EL tracks and Cobbs Creek, which is one of the largest parcels available in eastern Delaware County. The site was the home of a former Sears department store, which was demolished about 20 years ago. Although the site is large it is separated from the rest of the borough by the EL, and is separated from Philadelphia and Fairmount Park by Cobbs Creek. The current access to the site is limited to one poorly visible driveway under the tracks off of Market Street. The objectives in redeveloping the site, often referred to as the Sears site, are to improve Millbournes tax base, provide strong local jobs, provide much-needed recreational space, create a new sense of place and develop a vibrant hub in what is now empty land that is also an eyesore. Because of site access and visibility issues, incorporation of the EL Millbourne Page 2 of 7 Station will be integral to the successful redevelopment of this site. In addition, the site will need to build on its transit, trail, bikeway and pedestrian access, due to constrained automobile access. Existing solutions for improved vehicular access have been developed for the site, and permitting sought in some cases. These plans should be reviewed to see if they can be incorporated or improved.
