Specifications include, but are not limited to: As part of a Pennsylvania’s Pre-K Counts Grant program, administered by and through the Pennsylvania Department of Education (PDE), Edinboro University’s Early Childhood/Special Education department collaborated with five educational service providers—including the Little Acorns Learning Center—to seek grant funding. PDE awarded Edinboro $997,500, and Edinboro serves as the lead agency for those five entities that serve as education providers. Edinboro University serves both as the fiscal agent and provider of ongoing monitoring & technical assistance in all Pre-K Counts funds to partnering agencies, as described in the grant. The Little Acorns Learning Center was named as the third party entity that will provide the classroom services as described in the grant agreement. It is not feasible to competitively award the services without violating the terms of the grant agreement with PDE.
