Specifications include, but are not limited to: East Stroudsburg University needs to purchase additional cameras, with vandalism proof domes,and recorders, campus-wide, which will include installation services and configuration. East Stroudsburg University requires a trusted contractor with an expertise in working with the existing Avigilon enterprise system. The Anvigilon system is used for the University’s security needs and JCI is on a 5-year support, repair/replace agreement. The agreement began in 2019. In 2019, JCI installed, formatted, and established server connectivity with the preexisting installed Axis cameras as well as the newly purchased Avigilon cameras. In 2021, JCI integrated an additional 219 Avigilon cameras. Utilizing multiple vendors for the security of the campus, presents a risk to the University's security systems by providing access to a new contractor and the potential risk of hardware failures due to poor workmanship. Further, to try to engage a new security integrator at this stage will likely delay implementation and cost more money. It is clearly not feasible to award the contract for supplies or services on a competitive basis. The contract for supplies or services is in the best interest of the Commonwealth.
