Faculty Information System (RPT & CAS) software is used for all annual reviews, tenure, post tenure, promotion, and a faculty awards the program has been in development and tailored to Commonwealth University’s needs for 3 years following integration and providing this service before integration for Mansfield University. Unique development of the software, integration, training on university processes along with system/software usage for three years of integration has created a dependency on the software that would be too cost prohibitive to put out to bid. All data could be lost for 3 years of reviews. Therefore, it is clearly not feasible to award the contract for supplies or services on a competitive basis.
