Specifications include, but are not limited to: Indiana University of Pennsylvania (IUP) requires medical supervision services for university-employed nurse practitioners and nurses staffed at the Health Services center on campus, as well as providing student mental health services. Medical supervision services are required for nurse practitioners to provide medical care in the Commonwealth of Pennsylvania. Indiana Regional Medical Center (IRMC) is the only medical center located within a reasonable distance of the University. Proximity to campus is critical given the volume and nature of student appointments requiring medical services. Additionally, IRMC is currently providing physician services to IUP, and is an integral part in consistently providing a collaborative physician (Dr. Richard Neff), along with laboratory and pharmacy services. Although there may be other physicians, through IRMC, Dr. Richard Neff would be the physician providing services. IRMC cannot have multiple physicians assigned to the health center to sign off Nurse Practitioner care. Dr. Neff is covered by existing Malpractice Insurance through his employment with IRMC, hence additional costs for insurance needed through other providers would not be passed on to the University. Finally, IRMC’s collaborative physician provides support with accreditation requirements for the Nurse Practitioners (NP) program through input and peer review of NP records, policy, procedures, and protocol development. Continuation of services by IRMC is pertinent to providing ongoing quality care and ensure availability of services to its’ students. It is for these reasons, it is not feasible to award the contract on a competitive basis.
