Millersville University purchased Cascade software (the product that manages MU's website) through an RFP process in 2007 that included 5 years of support. MU had renewed the license and maintenance via annual SPC's that were under the bidding threshold. The software was moved to Hannon Hill's cloud in 2015 and the total cost for the license, support, & hosting services now exceeds the bid threshold. Since Hannon-Hill is the manufacturer of the software and it is the only vendor who can provide both the support and hosting no other vendor can provide. The University does not have the personnel resources or budget to redo the website. The three year term locks in a 3% escalation cost which saves the university.
