Please note: This is a Sole Source Notification. Pennsylvania’s State System of Higher Education (PASSHE) is requesting Sole Source approval to purchase EHS Management Training Modules from BLR. The Office of the Chancellor (OOC) and the State System universities have been using BLR (formally known as Business & Legal Reports) EHS software program since 2011. The EHS Management modules have two (2) key components used by the System, EHS Hero and Training Today PRO as part of the access/subscription. EHS Hero provides the System with access to all federal and state regulatory compliance, safety & engagement, aids in workflow efficiencies & optimization, and risk management. The Training Today PRO has training modules on every EHS topic that can be customized by the administrator, links sent to faculty, staff, and students who require the training, and the system records and retains training records for compliance and audit purposes. Currently System staff are familiar with the module to use for compliance research but also the ease of use when implementing existing and new training requirements. The system also has a long history of compliance records which are housed on the BLR ‘software cloud.’ Transitioning to another software tool would require migration of all existing data, as well as extensive training and planning to ensure historical records are transitioned. The resources required to transition to a new platform make it not feasible at this time to solicit this service on a competitive basis.
