Please note: This is a Sole Source Notification. The Clarion University Foundation, Inc. (Foundation) shall conduct ongoing fundraising programs including annual, major and planned gift appeals to secure gifts and pledges for PennWest (University), Clarion Campus (Campus) priorities as directed by the President. The Foundation is an affiliated entity to the University/Campus that exists for the exclusive purpose of developing and providing independent sources of financial support for the University/Campus, pursuant to the requirements of Pennsylvania State System of Higher Education (“PASSHE”) Board of Governors Policy 1985-04-A. Because the Foundation has a local presence, it has the unique ability to continually impact the University’s/Campus’s strategic plan on numerous levels. The Foundation will need to continue to prepare and engage donors, alumni, and volunteers in support of The University and the new administration’s efforts to advance public education in the Commonwealth. Donors’ expectations of stewardship, faculty and students’ expectations of support, and the administration’s expectation of support for strategic initiatives can only be achieved through the continued contractual engagement of the Foundation and the persistent pursuit of opportunities. The Foundation is able to receive gifts that the University/Campus part-time external consulting arrangements and outsourcing of fundraising and management services is cost-prohibitive and often double the cost per dollar raised for Foundation services. Also, the Foundation is a tax-exempt entity and able to receive gifts that the University cannot (e.g., gifts of insurance, stock, or contributions that involve some form of indemnification). The Foundation is uniquely qualified to provide these services because of its sole focus on the University’s/Campus’s needs, longstanding and trusted affiliation with likely donors, and capacity to deliver services in a cost-effective manner.
